The Manhaj of the Salaf is to refrain from speaking ill about ANY Muslim Rulers.

Question asked to Shaykh Sālim ibn ‘Abdillāh Bāmihriz (حفظه الله)
Question: Is Turkey a Muslim country? Also, is its ruler a Muslim? Because we hear some of the brothers speaking (ill) of Turkey and its ruler and publicly slandering and reviling the ruler.
Answer: Allāh bless you, Turkey is a well-known Muslim country and (generally) upon the Sunnah. They are upon the Hanafī madhab and they are not Rāfidah nor ‘Alawīs, even though they might have some of the innovations of the Sūfīs, which only Allāh knows.
However, they are upon the religion of Islām. Likewise, it is well-known that their leader, Erdogan, is a Muslim man who’s an Ikhwānī from al-Ikhwān al-Muslimīn.
It’s not permissible for anyone to speak ill of the Muslim rulers, whoever they may be.
Whoever reviles and speaks ill of a certain ruler of a country, then tomorrow someone else will speak ill of another ruler and that person won’t tolerate that. By him slandering, he will provoke fitan in the lands of the Muslims and incite unrest and strife. This is impermissible and no one does this except the people of evil and wickedness, as well as those who have not grasped the principles of the Sunnah and the foundations of Ahl as-Sunnah.
So beware of reviling and speaking ill of the ruler of your country and other than your country, for every country has a type of sanctity and inviolability (in terms of being safeguarded from the speech and actions of others).
It’s not befitting to expose, speak (ill), comment or malign and backbite the ruler of any Muslim country. This is betrayal and treachery in regards to the rights of these Muslim countries and their people, as well as inciting fitan and unrest.
We ask Allāh to grant you guidance and refuge is sought with Allāh.
