Tafseer Surah an-Nisa “Obey Allāh and obey the Messenger and those in authority over you” (4:59)

(Obeying the Scholars & the Rulers)
أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ

وفي أولي الأمر أربعة أقوال.
أحدها: أنهم الأمراء، قاله أبو هريرة، وابن عباس في رواية، وزيد بن أسلم، والسدي، ومقاتل.
والثاني: أنهم العلماء، رواه ابن أبي طلحة، عن ابن عباس، وهو قول جابر بن عبد الله، والحسن، وأبي العالية، وعطاء، والنخعي، والضحاك، ورواه خصيف، عن مجاهد.
والثالث: أنهم أصحاب النبي صلى الله عليه وسلم، رواه ابن أبي نجيح، عن مجاهد، وبه قال بكر بن عبد الله المزني.
والرابع: أنهم أبو بكر، وعمر، وهذا قول عكرمة.
Regarding “those in authority” there are four statements:
— The first, that they are the rulers, and this is the saying of Ibn ʿAbbās, Abū Hurayrah, al-Sudī & Ibn Zayd.
— The second, that they are the scholars and jurists, and it is the saying of Jābir bin ʿAbd Allāh, al-Ḥasan, ʿAṭāʾ & Abū al-ʿAliyah.
— They are the companions of Allāh’s Messenger ﷺ, and it is the saying of Mujāhid.
— They are Abu Bakr and ʿUmar, and it is the saying of ʿIkrimah.

الشيخ ابن باز (رحمه الله): وهذا الراجح أن أولي الأمر يعم العلماء، والأمراء، وإن كانت في الأمراء أظهر، لكن أهل العلم أيضًا هم من أولي الأمر في بيان أحكام الله، وبيان ما يجوز، وما يحرم، وما يحل، فهم أولو الأمر من جهة البيان، والأمراء أولو الأمر من جهة التوكيد، والأحكام.
Shaikh ibn Baaz (رحمه الله) explained: And this is the most correct [view] that “those in authority” is general to both the scholars and the rulers, even though it is more apparent in relation to the rulers. However, the people of knowledge are also from those in authority in explaining Allāh’s rulings, and explaining what is permissible, what is unlawful and what is lawful. So they are “those in authority” from the angle of explanation. And the rulers are “those in authority” from the angle of affirmation and [implementing] the rulings.
