What if the ruler allows demonstrations?

Question: Let us assume that the ruler rules by something other than that which Allah has revealed and allows that some people go out and demonstrate in accordance to his rules and principles. The people will do this and say that they have not opposed the ruler. Is this allowed in the Shari’ah?
Shaykh Ibn ‘Uthaymin: Stick to the Salaf (predecessors). If this existed in the time of the Salaf, then it is good. If it did not, then it is evil.
Demonstrations are undoubtedly evil. They lead towards chaos. Abuses may occur. One’s honour, property, and life may be abused. People are usually intoxicated in these activities; they know neither what they do nor say.
Demonstrations only consist of evil regardless if the ruler allows them or not Some rulers use demonstrations as a tool but if you were to examine his heart then you would find out how he hates demonstrations. He nevertheless wants to show that he is democratic and that he gives the people a ‘freedom’ – and this does not belong to the methodology of the Salaf.
