They did not have an ameer earlier, they saw other sects haveing ameer, so they copied the manhaj of the innovators.
Muhammad Anwar Muhammad Qasim, Kuwait writes in his booklet “Markazi Jamiat Ahle Hadees, bigad ke dorahe par”:
Maulana Abdul Waheed Abdul Haqq (رحمه الله) was made as its (Jamiat) Sadr (chief) in September 1979. So he changed the name from “All India Ahle Hadith conference” to “Markazi Jamiat Ahle Hadees Hind”. Before that the chief (sarbarah) was known as “Sadr”, but he changed the terminology to “Ameer” which is in effect until now. Becaue before that except Jamiat Ahle Hadith all religious Jamaat called their chiefs as “Ameer”
